Who's religious interests are dominate?
Iraqi Shiites are Arabs. Iranian Shiites are Persians. Iran is Shiite because they were conquered by the descendants of Iraq. All of Shiite Islam's holy sites are inside Iraq. Iraq has far more oil wealth than Iran. I seriously doubt that Iraq will want to play a servant role to Iran. The Iraqi Shiites are beginning to find their own voice and footing.
