Just because no one here can offer an immediate answer to the question doesn't mean it can't be answered. As a lawyer, Obama himself would have *much* greater insight into the issue than anyone here, unless there's a laywer lurking out there I don't know about.

As has been said many, many times, this is a complex issue. When lawyers say something is complex, it doesn't mean impossible, it just means it'll take time, insight and creativity to get it done.
