I can't decide if your naivete is charming and antiquated or simply foolish and out of touch.
Long before Bush, Reagan (and all those neocon bad guys) and even during the fabled FDR years and long before torture was regularly used by the US government. It was used during wartime extensively and during peacetime, liberally.
All other governments for that matter have also tortured and torture to this day, regardless of the Geneva conventions.
US agents are still issued suicide pills because torture is a risk everywhere...including, not ironically, in Geneva.
The false outrage over US actions by nations that do the same or far, far worse is simply that - false.
Obama is undergoing his epiphany. Each passing day will only increase his policy shifts to those of the "neocons" he rode into office decrying.
The difference is only some nations TRY not to torture. The US can be counted as one of those elite few.
