I don't put much hope in harvesting lunar ice for either life support or
fuel right now. CAPS will likely be built using hypergolics, unless new water data comes in.

You left out another deteail: the energy source for Mars in-situ fuel production.

After Challenger and Columbia, no one is going to let anyone use the Ares 5 to launch a nuclear reactor. And then there's the little problem of landing it.
