Well, since China is loaning America money to keep it financially afloat.
What about China and India and NASA combining efforts
to establish at least, at the beginning, an encampment [pressurized tent]
on the Moon for housing three-four astronauts for at least a month from the three nations represented?
The American, Indian and Chinese taxpayers could then split
the budget, and engineering effort, between them.
The ISS could be transferred to the Russians, Japanese
and ESA.
They could keep it running without Americans.
