When you're aiming to be the new superpower on the block, you don't share "national glory" with your competitors. And for the US it would simply be humiliating.

No, the private route is the answer. Private companies can deal easier with the Russians and Chinese anyways and cut far better deals. NASA is utterly clueless at dealing.
