I'd like to see nations and companies given diminishing claims to the worlds of the solar system based on order of arrival and duration of visit.
For stays of > 6 months on major worlds (round ones) Claim should be = 25% of total area*.5^(N-1) from pole to pole of region containing landing site where N is order of mission. That's 25% for 1, 12.5% for 2, 6.25% for 3 etc. Scale it for duration if missions < 6 months. The Moon should be an exception since it is so close and has already been done. I think it should be a fixed circular plot of land around human landing sites with claims on the valuable poles limited to lattitudinal sectors. I'm not sure what the appropriate size should be. Something big enough to serve as a motivating reward, but not so large as to stifle efforts by others. Maybe something on the order of a small country like France.
Large asteroids and comets go to first to land human on and bring back proof.
Objects < 2 km go to first to land a robotic mission on and send back proof.

Mark
