Lee's post is over the top, but remember that history is filled with leaders and parties who are perfectly content to rule a reeking, miserable wasteland with an iron hand. No matter how badly you wreck an economy or a society, no matter how ravaged the people, there always seems to be enough wealth left over for the leadership or "nomenklatura" to live in extravagant luxury. I can come up with dozens of examples. So can you.
In fact, tyrants probably prefer helpless misery in a population to confident prosperity. The former is much easier to control, particularly if they have been trained to dependence and worship of the leadership.
As I have said in the past, North Korea is not a failed collectivist state, it is a perfected one.
People like de Boer may assume that they are somehow destined to end up on the fat side of the equation when the dust settles. An equally likely speculation is that they have no frigging clue how wealth is actually created and nurtured, and might believe it's perfectly feasible to butcher the goose that lays the golden eggs and still have eggs.
