If you want more competition from insurance companies, change the regulations to make it possible.
"Insurance exchanges," under strict mandates and rigid regulations, will destroy whatever competition is left in the industry by elimininating even further the ability of companies to provide different products to customers. It's the equivalent of a Federal law requiring that all car companies provide one specific model of car, and then calling the result "competition."
