I don't think we can go back.
Careful observation over the last 30 years leads me to believe that goods coming from China cost about 2/3 less than if they were produced in the US. To bring back manufacturing or prohibit outsourcing, if possible, would lead to serious sticker shock. Who knows if the theoretical increase in jobs would offset the decrease in demand for US goods?
I think we may be stuck with the system we created.
(That's not to say that China didn't have a hand in it)
