Boehner's ineffectiveness
This is about how Boehner is not doing his job. The Speaker is supposed to marshal the votes for their party's bills and know how to count them. There is simply no excuse for this ineptitude. If he didn't have the votes, he shouldn't have brought the bills to the floor for the vote. And he should have allowed discussion, particularly when a member of his own party wanted discussion.
