"Restraint" refers to maintaining good manners and tolerance under duress. Not sure how you'd visualize this as a threat.
One of the problems I have here is I constantly assume others take the time to inform themselves thoroughly on an issue they bring up. I read the whole transcript of Maddow's report, and assumed you had seen the whole thing too. If not, then I understand why the Thomas reference fell flat.
