Re: Kyoto treaty...

The answer is B. The internal combustion engine works better and more economically for the average person than any other system currently available. The infrastructure to support this type of vehicle is in place--design, production, fuel supply, parts, etc.--and it works well. A tank of gasoline concentrates more energy in a smaller space than hydrogen, batteries, or any other current affordable technology.

When an alternative becomes widely available, convenient, and affordable, people will switch. Most people would choose a non-combustion vehicle if it could do all the things a combustion one could do without a huge financial penalty. I see promising things in hybrids, and possibly fuel cells.

Unrelated to your post, but for the record, anyone who claims to be concerned about human CO2 emissions who opposes all forms of nuclear power is either ignorant about the technology or is a hypocrite with a political agenda, and should be ignored.
