As regards Israel, I was thinking of the possible use of a weapon of mass destruction on Israel, or at the very least conventional ballistic missile strikes, not the "standard" suicide bomb or other more conventional attack.
You have a good point regarding high security at the events making the target difficulty not worth the political impact. Another 9-11-type attack, if successful, will probably come from an unexpected direction and in an unexpected way.
