To define terrorism as an act causing or intending to cause terror simply fails to distinguish terrorism from other forms of coercive conflict and obscures more than is revealed.
The mugger making demands with a gun pointed at us and a letter from the IRS threatining an audit are equal opportunity terrorist by your definition.
The criminal justice codes fit under your definition. If this is true, there is no terrorism.
