Like I said elsewhere, things like protecting the environment, building nice museums, cleaning the air, hugging the trees, saving cultural heritages, caring for the cute wild animals, and pretty much every other liberal hobbyhorse you can think of, are luxuries reserved to nations that are rich enough to afford them. Capitalist nations for the most part. This irony escapes many liberals and leftists.
The best way to make sure the world can preserve things like this is to make sure the world is wealthy enough to afford it. Which means that as soon as a socialist raises his head in a Third World nation, the people there should beat him back down with the nearest blunt object. But that's just my opinion.
I also believe--no real evidence, just a hunch--that when these "lootings" are examined more carefully, they will find that somehow all the really expensive stuff disappeared quietly somewhere while the tracks were covered by busting up what was left. Remember what the Nazis did with the art treasures of Europe when WWII was winding up.
