"That, if Saddam's regime, and possibly Iraq's WMD, have moved into Syria that we have an obligation to go after them in SOME form?"
Syria probably is more important as far as it's relationship to Israel than it's relationship with Iraq. Syria has made some serious mistakes in regard to our operation in Iraq. To continue making similar mistakes could lead to serious consequences. Despite this, it's main importance is probably it's relationship to Israel. Of course we are going to watch Syria in respect it's terrorist groups and the threat these have on the US (or other countries). Depending on what recent Intel is, Syria could be more important in this regard than it's Israeli relationship- and if that was actually the case then we would be more likely to step up an aggressive action which might even lead to direct overthrow of the regime. But another important factor is how other Arab countries (leadership) view Syria in terms of their security. The future is unpredictable it's possible that some major event (say in an Arab country) which was actually unrelated to Syria, but only thought to be caused by Syria, it could trigger US miltary action. That's the problem with engaging in brinkmanship type activity, you could cause the US make a mistake.
