Not only "keep all profit", but lower corruption & increase production efficency [thereby dramatically increase the value of this resource to it's citizens]. Plus the true value of this oil is not in spending but in wisely investing the profits so citizens *can* increase their capacity for generating wealth. Generally speaking you do this by strengthening what your citizens are doing or want to do.
