We could possibly do all of the above with an "Orbital Skyhook Infrastructure", also known as Airborne Rendezvous Momentum Exchange Electrodynamic Reboost (ARMXER) Space Launcher. I'm developing an algorithm for this system, but I'm not ready to show & sell yet...
