Barry knowing all there is to know about COSPAr isn't the same as knowing the engineering solutions to their concerns.

You make statements that show you are uninformed. Try posting all the reams of the engineering papers abstracts you have read and understood from the SAE and AIAA etc ... instead. Tom Brosz here at HZ has made a good case agasint your claims...
