Mars is a cold dead radioactive rock. Whether enough volatiles remain to turn it into a habitat useful for mankind as a whole is still a very open question.
What is not an open question is that mankind faces a deadly serious threat from impact. It is known that the best way of dealing with this hazard is by Moon based astronomy. Since the point in returning to the Moon to stay is not to turn it into a habitat, your comparision of the Moon and Mars as habitats is misleading.
