NASA's problem is it is a govt bureaucracy with the belief the Socialism is more efficent than Capitalism- or at least thinks that Socialism is morally superior to Capitalism.
If NASA would realize that Socialism is actually proven to be inefficent and immoral, than they might actually do their job, rather than continue waste tax payers money in order to build and operate shuttles and space stations.
