I'm sorry that you seem to be working for companies where the lower echelons are doing all the creative work while the management doesn't seem to be doing anything useful. If your perception is accurate--a big "if," unless you are privy to everything management does in the course of a day--a competing company where the creative people call the shots may end up eating your lunch. That's capitalism too. It doesn't guarantee that everyone will do the right thing in running a company, but by and large those who do will tend to succeed.
Unfortunately, you don't hear about smoothly-running, efficient, profitable companies with happy employees in the news, any more than you hear about all the people who didn't rob a bank today.
Certainly having the government come in and mandate a more "fair" salary structure or telling the company what to do will not be the solution to the problems.
