OK, I've got to be missing something here. Why don't these people just enter the country legally? If their intention is to stay and raise their families, need drivers licenses and health care, etc., why do they not just become citizens? You can have multiple citizenships. So, what am I missing? It seems so obvious to me: just be "legal". duh?
