Drugs are developed mainly at universitys and research centers funded by taxpayers, then manufactured under license by companies.
Not always, but mostly.
The myth that they spend fortunes is just that. And it's been repeated so much it's accepted as fact. Just like the "Israel is being driven into the sea" myth.
The drug companies have really created an urban legend.
And they pumped $100 million into the 2000 election to maintain their scams.
