re: Kerry's joke vs. Bush's joke

"Was Bush in command of the armed forces that invaded Iraq to find said WMD? Yes. "

The purpose of the armed force was to change the Iraq regime. Saddam was unwilling to comply with the cease fire agreement; one of the tasks that Saddam had to do was, allow UN inspectors in his country, show them all his WMD. The UN would then decide what needed to be destroyed, or monitored, or allowed to be used for other "dual purposes".
Once Saddam had fully declared and revealed his WMD programs, then UN was to verify that Saddam did not have any WMD and would continue to monitor to ensure that Iraq no longer had or began any WMD.
Saddam never finished the first thing he was suppose to do- declare all his WMD programs and stockpile. By Saddam's action he had changed this into a program in which the UN inspectors searching for WMD. Saddam failure of declaring all his WMD, and the UN finding WMD which weren't declared, made the whole UN process far harder to verify that Saddam no longer had WMD. Saddam had violated and continued to violate the cease fire agreement. Saddam also violated the cease fire agreement in other ways.
So the general question, for Mary Anne is what actions should you take when a country continues to violate a cease fire agreement? If your answer is a incremental approach to attempting to enforce the agreement- that was EXACTLY what was done with Iraq. After a decade of this incremental approach, the Clinton Adminstration had decided that the only solution was changing the regime- that's because Saddam showed no signs of a willingness to comply with the cease fire agreement. In order words, Saddam was demonstrating no willingness to end the war that he started by invading Kuwait.
