The justification given in the run-up to the invasion was not "regime change", nor was it "truce violation", but "immanent threat", along with the WMD words thrown around. The UN was not finding them, so invasion was deemed necessary to do what the UN couldn't do.
Which turns out to have been finding something that wasn't there, an impossible task. Oh well.
