Unless Frum can show that Clarke's January 2001 recommendations couldn't be speedily implemented because of confirmation delays, he's simply dissembling.

Sheesh. Can't you separate good arguments from unsupported ones? This is like your soft-estimates-of casaulties are as valid as hard numbers nonsense. Kinda hard to believe a bona fide engineer wouldn't know better.
