The USMC is playing this smart

We could wipe out Fallujah in 20 minutes by carpet bombing the place. However that would make martyrs out of the inhabitants and completely piss of the rest of Iraq. We have Fallujah surrounded with overwhelming force. We can play this thing out to our script and not their's. The rabid animals trapped in Fallujah will use their women and children as human shields. They will attack our troops from mosques and hospitals. This is a given. The trick is to deny them any propaganda advantage before the USMC exterminates them. Giving their women and children the option to flee is both humane and intelligent. Allowing Iraqi Governing Council members to negotiate with Fallujah's town elders to surrender the known murders provides us with a double advantage. First it gives the Iraqi Governing Council more credibility (which they need) and it allows us to avoid the accusation of "collective punishment" against Fallujah. It so happens that most of the people of Fallujah are tribalistic and would never surrender a member of the tribe to a foreign enemy. Also they hate us as much as a human being can hate another. They will never surrender the murders. Therefore collective punishment is appropriate. However the USMC will have gone the extra distance in terms of winning Iraqi hearts and minds before we wipe the place out.
