Actually in Viet Nam there were. Those fellows engulfing themselves in flames were Buddhist and the emmolation was to get attention, which is the aim of all terrorist events. Tibet has more than its share of Buddhist terrorists and revolutionaries. Skirmishes are regular, but unreported, because they are against the communist government of China.

China is attempting to make Tibet into a secular state, the Buddhist would like to return Tibet to a theocratic state with the Dali Lama as the titular head of state.
