In France, they called it "la cohabitation" (living together).
The first time it happened, Mitterrand was President and Chirac Prime-minister (1986); everybody survived.
In the US, I've read that the economy is never better than when congress and the President are not from the same side.
There's a lot of merit in cohabitation: it prevents ideology.
