Poor people are always more violent.
Whether they be black, Hispanic, or whites. There are Mexican gangs, Central American gangs, and the meth epidemic is creating its own culture of white violence in the midwest, South and other rural pockets. And we all know what's happening in the Indian Nations. The Mystic Warriors of the Plains
were destroyed in a generation as a culture. It wasn't guns or booze that finished them off. Without the bison, they were unemployed, and on reservations, they were in the ghetto.
It's not what you might think, that they're poor and need money to buy food or shoes for their kids. I wish it were that easy or that simple. It's that the culture breaks down, family structures collapse, community institutions like the church and business fail. Crime becomes the only way to make money, and after a while gangs move in to fill the vacuum. Last century it happened with the Irish, the Jews (yes, there were Jewish gangsters), the Italians, and now it's the turn of the Russians.
These are people the system can't use, they are surplus. And when a community is not able to fully participate in the economic life of the nation, it falls apart.
Of course, if you would rather think its just the result of inferior DNA, you'll find plenty who will agree with you.
