I can think of lots of reasons.
Mistaken identity, getting caught in a crossfire, revenge for standing up to thug, or someone robbing your business or stealing your car. Most firearms killings are not gunfights. The one who dies is usually a good guy, unarmed, or an innocent bystander. The only things he may have in common with the shooter is that he's black and that he was in the wrong place at the wrong time.
The shooters may not be "citizens" in your eyes, but most times the victims are. If the local gangster doesn't like you, he sprays your birthday party with automatic weapons fire, killing or maiming half your friends who don't even know him--not to mention the 2 year old girl asleep in the next house over.
So what's your plan, "Let those savages kill each other off."?
