The UN has coordination power, no coercive power.
The UN depends on its members. It's like an astronomy club: as good and dynamic as its members. If members fight among each other, it affects the way people see the club.

From its creation till 1989, it was completely dependant on decisions from both blocs. It was stalled even more then than today.
