Both are problems best handled by other means. Both benefit from media attention. Both can be lessened by education and intelligent, professional handling. Drugs need to be approached as a medical problem not a criminal one unless the drugs are involved in a distinctly criminal act.
Acts of terrorism need be addressed as criminal acts and not glorified by the media as something above normal criminal acts that effect victims and the society in which they occurr.
Declaring "War" against either phenomena is an exercise of hypebole by mountebanks seeking political capital in the name of protection. The same racket the Mafia made famous.
