That will not work. To use police methods on terrorists is like using a fly swatter to stop an elephant. To attack the terrorists and their bases (such as those in Afghanistan and Iraq) it takes aerial bombs, tanks, and artillery, not police cars and tear gas. These guys are running around by the thousands with AK-47s and RPGs. It is MILITARY problem, and needs a military solution. Legal methods are not suitable at all.
