If you understood what terrorism is---which you obviously don't--then you would realize what we are doing now isn't the answer.
Please examine the trials, failures and subsequest successes of the Brits in Northern Ireland. Look at the efforts of the Israeliis and assess the changes in the level of terrorism since Likud started their "get tough" tactics.
Also know that there are various forms of terrorism: State sponsored terrorism in which a surrogate acts for the sponsor state--the Soviets used this method during the "Cold War" to support N. Viet Nam. We used the same method in supporting UNITA in Angola; there is the situation where the government itself is the terrorist--which we have seen repeated over and over in Latin American military rule--Argentina being a good historical example; and there is the revolutionary type we are facing in Iraq in which a relatively powerless group seeks to gain support for their cause by inflicting their terror on the ruling group.
And yes, the media attention is indeed the prime player in the later senerio. I repeat the Gerry Adams slogan of the IRA, "One bomb at Harrods (London department store) is worth 50 in Belfast." This is a direct reference to the use of the media and pandering to media attention being the object of the terrorist act.
When terrorism gaines a measure of popular support it becomes an insurgency. We are fighting an insurgency in Iraq. The media attention attracts sympathy and membership to their cause. All terrorist need to do is survive. They do not need to conquer to win, just survive.
I do hope this has been of help to aid your understanding of the situation.
