Why? Because the Democrats saw the Republican strategy to politicize the courts in full swing during the Clinton administration.
The Republicans cry "Bork" whenever this is brought up, but you know, if you read some of Bork's work, he is a little on the loony side. The Democrats confirmed plenty of political conservatives who were nevertheless good lawyers and honest citizens during the Reagan and Bush I administrations. They were entitled to question an extremist, and reject him. He was one. Just one. But the Republicans have made him their poster child.
The Democrats continue to support nominations of judges. Just not all of them. And it's because the Republicans, since the Clinton administration, have shown that their agenda is to make the judiciary into yet another wing of their party. This is not acceptable.
