It was GB 1's plan to let rebellious Iraqis both with and without American support to do Saddam in. Unfortunately you seem to be unaware that this was tried multiple times and failed. Saddam was too wary to let outsiders close enough to do him in and kept a close eye even on close associates. It took removing his forces to make him vulnerable.
