We like to believe things that confirm our opinions. Doug believes these alleged atrocities because it reinforces his view that this war was a bad idea.
Consider yourself; you believe almost every unproven, unsubstantiated, uncross-examined accusation ANYONE has ever made about Bill Clinton. A $60m investigation over six years of Monica, Juanita, Paula, whitewater, travelgate, chinagate, this gate, that gate, the next gate! After all that they prove the man lied about getting a blow job. But you still think he's guilty of most if not all that other garbage. You believe it because it makes you feel right.
The atrocities in Falluja may or may not have occured in reality, but I personally doubt their authenticity, and I feel better believing that.
