Just like the torture question, it is a catch 22. The only proven way to suppress ideas/religious terrorism is the way that the USSR and the Romans did it and even then you usually don't win.
The only way to win seems to be surrender, (Romans/Christianity-USSR/Capitalism), or a cultural victory. The Roman example was essentially a surrender and the USSR example is a combination of surrender and culture collapse.
I like a live and let live solution but this requires good walls to make good neighbors and all sides must be satisfied with the status quo. Not likely.
Bush does not have a short term plan for victory because any plan that would give the appearance of victory is as unacceptable as torture. IMO his proactive "plan" is speed up the cultural victory without resorting to the most extreme methods. I admit that his results so far have been less than satisfactory but I have not seen any acceptable alternatives.
I believe (hope) that western culture will eventually overwhelm religious fundamentalism but the quicker you try to accomplish this the more oppressive you appear.
