I'm surprised by your response.

Whole Foods is asking Seattle to give it a city block. The city has the duty to see that a living wage is paid by whoever uses it.

Do you think that public property should continue to be given away to organizations who pay a starving wage?

If Whole Foods asked me for a block of my property, you can be sure I'd specify how the wages of the workers on it were determined. It would be collective bargaining.
