The Huling Properties, including most of the site, are privately owned, formerly the site of a number of auto dealerships.
The controversy is over an alley the city owns that the store would like to use.
In short, Seattle would be "subsidizing" Whole Foods by letting it build a huge taxpaying store/residential facility on an empty alley.
