As I said earlier...too little too late. The feds failed to mobilize sufficient resources quickly enough. They failed to establish command and control. Mr. Bush failed to give the coming hurricane the priority it deserved until after it struck and public criticism forced him to.
I count at least eight verbs in the above paragraph.
