It seems that, when some residents were looking after themselves, the authorities prevented them from doing so. People were also prevented from crossing bridges to dry areas on foot, because they were stopped by armed people with badges and in uniform.
One woman remarked that she never thought she'd say this, but thank God for the looters. She said they were gangsta boys from the neighborhood who figured out what everyone needed and went and got it. Not stereos, not expensive jewelry. Water. Juice. Raincoats. First aid stuff. Changes of clothes for people who had to go out in the sewage. She said they were particularly good to the old people. She said she never had much regard for them before, but she'll never look at them the same way again.
