You just don't get. The failure can be stated simply...too little too late. Its not any more complex than that.

The whole purpose of Mr. Bush's so-called Homeland Security Department is to plan and prepare well enough so that we can make the bad thing that is inevitably going to happen less bad. This time, the bad thing was an enormous hurricane. Mr. Bush failed to make certain there were adequate resources in place in advance of its arrival. The failure is no more complicated than that.
