...but in Germany the large number of immigrants are not permitted to vote and have no citizenship. They have a residency with limited rights.
Most claim "political" asylum and persecution and are automatically granted 2 years, an apartment and subsidized benefits.
It's breaking the back of the German economy. On the plus side, they are not foolish enough to grant all immigrants citizenship.
In France, if the laws are similar the majority of these folks should have bulk in numbers, but not in political power. We are accustomed to second generation immigrants being born in the USA having automatic citizenship. As far as I am aware, only in the USA is this granted to non-citizens. So in France and Belgium these second generation rioters are probably NOT citizens.
Appeasement would be suicide. And without getting into any Lee type discussions about massive deportation, it's clear as day - that a moratorium on immigration needs to be put up immediately and new laws enacted that result in automatic deportation for non-citizen offenders.
This would add some bite to the crackdown on these urban terrorists and give incentive to maintain order in these crime-ridden communities.
But you may be right - the French seem to be born appeasers. A history of pettiness and retribution have led to a conflict/retreat loop. Their military and police are apparently unequipped to deal with mass unrest and open rebellion.

I don't keep up with the French laws...
