The cause and extent of the Little Ice Age remains controversial (i.e., was it global or just Northern Hemisphere). Anthropogenic global warming (AGW) is not considered a reason for its end, even by us AGW proponents. AGW is considered a contributing cause to the 1910-1945 warming cycle. If anyone thinks that cycle and the current cycles are just natural, I'm willing to bet you actual money that our current cycle will last longer. We've been warming for 26 years so far.
Trying to lock poor countries into per-capita CO2 emissions that are one-tenth or smaller than that of the US is obscene, so objections about keeping India and China out of Kyoto are ill-founded. Those and other developing countries have participated through mitigation programs that help developed countries meet their targets, such as through technology transfer.
Given the tiny US foreign aid budget (one-half to one-quarter of that of other countries), I doubt that the US environmental programs accomplish more than countries trying to meet Kyoto targets.
US CO2 emissions have increased substantially due to stupid inaction by our government. CO2 emissions per dollar of GDP have decreased, as has been the case historically. Unless you're rooting for a decreasing GDP, this doesn't solve any problems.
