"zero sum game" - The theoretical underpinning of both MS and SFF is that NASA is a bureaucracy whose annual budget will remain constant. Proceeding on this basis, they believe that therefore if they simply shut down the other options for spending, such as planetary defense, then that money will be spent on manned Mars flight.
Another theoretical underpinning for this nonsense is that Zubrin's Mars Direcgt can deliver manned Mars flight significantly cheaper than any other method, in fact that its price is so low that if it is offered to the populace they will all want it.
The final theoretical underpinning in this absurd mess is that the only reason that Mars Direct is not offered to the public is the goverment bureaucrats.
You'll hear this tripe constantly repeated in endless variants. Reality never, never intrudes.
The worst part is they not only talk the talk, they walk the talk.
Walking the walk is another matter.
