One question not asked is if we really want the ISS/Shuttle workforce to run CEV? Perhaps it better to put them out to pasture on early retirement and just bring in a new generation of bright, young engineers who are not burden with the "experience" of ISS/Shuttle to run CEV.
A second more practical question is if any of the existing workforce even be around that long. 2/3 of the NASA workforce are near retirement age. Maybe they should just be given early retirement via shutting the Shuttle down and just hire a new generation of engineers when CEV ramps up.
As for ISS, just use some of the savings to buy the partners out and scrap it with the Shuttle. Now that Griffen has admitted it was a huge mistake its time to act on it. otherwise it will be draining NASA's budget for decades into the future. Let's face it, ISS is not even in a good orbit to support missions to Mars or the Moon.
